Scratching ears?

Q: My puppy is constantly scratching behind his ears. Sometimes he scratches for an entire minute non stop and begins to what sounds like crying. I have looked for fleas do not see any, I was under the impression that it could be because I bathe him once a week, so i reduced it to once every week and a half and began using a new oatmeal shampoo as well as a medicated shampoo for irritated and itchy skin, however nothing is working it seems to be getting worse daily. My vet visit isn't until the end of the month. Not sure what else to do.
