Pad training steps

Q: We've had our teddy bear for about 6 weeks - she is now 15 weeks old. We are using the puppypeepoopalace and cannot get her to consistently be in phase 2 as she does not consistently pee and poop in her palace when she has access to a larger area. She will pee and poop in her palace multiple times, but then pee or poop on the floor outside her palace in her larger play area. She also seems to pee A LOT ... like multiple times per hour. Any suggestions to get her consistently going back to her palace to pee and poop?

A: If she doesn't get phase 2 then you have to go back to phase 1. There is some room for modification by only using part of the panels of the exercise pen, you can make it as small as 2'x2' and then enlarge slowly after she gets it.
